The Delhi High Court has ruled that two individuals whose names were deleted from electoral rolls due to incomplete enumeration during the Special Intensive Revision (SIR) exercise can seek re-inclusion by submitting Form 6, the form prescribed by the Election Commission of India (ECI) for new voter registration.

The petitioners had approached the court challenging the procedure suggested by the Election Commission for existing voters who could not complete the enumeration process during SIR. They sought restoration of their names and argued that they should be permitted to use Form 8, which is generally used for corrections and modifications in electoral roll entries, rather than applying through Form 6.

Court Says Concerns Over False Declaration Are Misplaced
The petitioners expressed concern that submitting Form 6 could require them to make a false declaration, as they had previously been registered voters. However, the High Court rejected this apprehension, observing that they could follow the route suggested by the Election Commission.

The court clarified that the petitioners' applications for inclusion would be considered and processed in accordance with the law. The ruling provides a way forward for the two petitioners to seek restoration of their names after their exclusion during the SIR process, while allowing the prescribed registration procedure to be followed.
