IAS IPS Couple Villa Case : A controversy over the properties owned by an IAS-IPS couple in Rajasthan has now led to administrative action. After IAS officer Shikhar Agrawal, his wife, senior IPS officer Dr Prashakha Mathur, a 1995-batch officer, has also been placed on Awaiting Posting Order (APO). The Personnel Department has issued an order in this regard. The case concerns the purchase of 40 villas and cottages in Udaipur and Alwar over a period of approximately two and a half years. The total purchase price of these properties is reportedly Rs 6 crore 16 lakh 50 thousand. What has attracted particular attention is that after purchasing the properties, the family leased them back to the same company from which they had been bought.

40 Properties Purchased Within Two and Half Years
According to the information that has emerged, IAS officer Shikhar Agrawal, his IPS officer wife Prashakha Mathur and their family members purchased 40 villas and cottages at two different locations. In September 2023, they purchased 20 cottages at Ananta Resort in Bujhda, Udaipur. Later, in March 2026, they bought 20 villas at Ananta Resort in Ajabgarh, Alwar district. All these properties were registered through Goyal Fashions Private Limited. The total expenditure on these purchases is reported to have exceeded Rs 6.16 crore.

Properties Leased Back to Original Seller Company
The lease agreements involving these properties have become a major focus of attention. The family leased the properties back to Goyal Fashions Private Limited, the same company from which they had purchased them. Under the agreements, each cottage in Udaipur was set to generate annual rent of Rs 4 lakh, while each villa in Alwar was to generate Rs 5 lakh annually. This meant annual rental income of Rs 80 lakh from the 20 cottages and Rs 1 crore from the 20 villas. Together, all 40 properties were reportedly expected to generate annual lease income of Rs 1.80 crore.

Questions Raised Over Property Disclosures
The properties were registered in the names of IAS officer Shikhar Agrawal, IPS officer Prashakha Mathur, her mother-in-law Manjula and father-in-law Raghuvansh Narayan Mathur. Properties were also purchased in the names of their two sons through a power of attorney executed by Prashakha Mathur. According to reports, 28 villas and cottages are registered in the couple’s names. The Immovable Property Returns (IPR) submitted by both officers are also under scrutiny. In his IPR filed on January 7, 2026, Shikhar Agrawal reportedly mentioned 14 properties, while Prashakha Mathur declared zero property-related details in her IPR filed on January 8, 2026.

ACB Investigates Property Purchases and Income
Considering the seriousness of the matter, Rajasthan’s Anti-Corruption Bureau (ACB) is investigating the property purchases and lease agreements. Investigators are attempting to establish the source of funds used to purchase the properties, their actual market value and the complete details of the income generated through leasing them. At present, both IAS officer Shikhar Agrawal and IPS officer Prashakha Mathur have been placed on APO. The actual details of the case will become clearer only after the investigation findings are made public.
