BJP UGC Controversy : The BJP is facing the challenge of retaining its core voter base ahead of the 2027 Uttar Pradesh Assembly elections. There are concerns that a section of the upper-caste community is unhappy with the new University Grants Commission (UGC) regulations. This dissatisfaction could also influence young and student voters. In response, the BJP has begun preparing to address the discontent and counter allegations from the Opposition. The Rashtriya Swayamsevak Sangh (RSS) will also join the party in this effort.
Concerns Grow Over Upper-Caste Voter Support
The controversy surrounding the UGC regulations has increased the BJP's concerns about its caste and social equations. The party faces a difficult situation: openly supporting the regulations could increase resentment among upper-caste voters, while opposing them could send the wrong message to non-Yadav OBC and Dalit communities. According to the report, the results in teachers' and graduates' constituencies of the Legislative Council in Agra, Varanasi and Lucknow are also being linked to upper-caste dissatisfaction.
Student Outreach To Address Growing Discontent
The BJP and the RSS have developed a strategy to increase dialogue with students and young people over the UGC controversy. The party aims to address the questions and concerns young people have about the regulations. For this purpose, different BJP cells are being mobilised. During party meetings, National Coordinator VD Sharma and State Organisation General Secretary Dharampal Singh explained the responsibilities assigned to office-bearers. They were instructed to reach out to different sections of society.
Focus On Social Media And Doorstep Outreach
The BJP organisation is preparing to respond quickly to rumours spreading on social media. Dharampal Singh has asked office-bearers of various cells to ensure that accurate information reaches the public. Alongside this, the party has emphasised door-to-door outreach regarding the Special Intensive Revision (SIR) and verification of voter lists. According to VD Sharma, teachers, doctors, lawyers, traders, young people, milk producers, street vendors and senior citizens have been brought into the campaigns.
Social Meetings To Strengthen Community Equations
The BJP has planned community meetings to expand its outreach among different castes and social groups. These meetings will provide an opportunity to listen to local people's problems and grievances. The party also wants to involve community representatives and influential individuals in the campaign. Through these initiatives, it plans to engage with upper-caste youths who are unhappy over the UGC issue. At the same time, the party is working to unite different caste groups within Hindu society and develop a response to the Samajwadi Party's PDA formula.
Damage Control Ahead Of 2027 Elections
The challenge is particularly important for the BJP because its vote share declined in Uttar Pradesh during the 2024 Lok Sabha elections, while the Samajwadi Party's PDA formula influenced the state's political equations. Upper-caste voters are estimated to account for around 17 to 18 per cent of the electorate, but the community is considered important in shaping the electoral environment. For this reason, the BJP and RSS have prepared a one-month action plan and decided to launch a dialogue campaign. The party now aims to resolve dissatisfaction before the elections and strengthen its social support base once again.
