Highway Toll Annual Pass : A new scheme has been proposed to reduce annual toll expenses for people living near National Highway toll plazas. According to the information provided, the Ministry of Road Transport and Highways has amended the National Highways Fee Rules, 2008, to introduce a discounted annual pass for eligible local residents. The rules are reportedly scheduled to take effect on November 1, 2026. The facility could benefit people who frequently cross toll plazas for their daily activities. However, the final fee and eligibility criteria should be confirmed through the official notification.
Annual Pass Available for ₹1,500 or ₹3,000
Under the reported rules, eligible residents living within 20 kilometres of a toll plaza will be able to apply for the annual pass. If the toll plaza is located outside municipal or local urban limits, the annual fee is stated to be ₹1,500. For toll plazas located within such limits, the fee may be ₹3,000. If an existing monthly pass costs ₹360, the annual expense comes to ₹4,320. Eligible vehicle owners could therefore save up to ₹2,820 annually with the ₹1,500 pass. Compared with the ₹3,000 pass, the savings would amount to ₹1,320.
Private Vehicles and FASTag Are Mandatory
Not every type of vehicle will qualify for this facility. According to the available information, the pass will be available only for private, non-commercial vehicles. A valid and active FASTag will also reportedly be mandatory. In addition, the pass will be valid only at the specific toll plaza for which it is issued and cannot be used at other toll plazas. Vehicle owners should therefore check their FASTag status and confirm whether they meet the local eligibility requirements before applying.
Benefits Will Not Apply at Every Toll Plaza
The discounted annual pass may not be available in certain circumstances. According to the information provided, the pass will not be valid on highways or expressways where tolls are collected through a closed user fee collection system. The facility may also be unavailable if an alternative route or service road is provided for local residents to travel without using the toll plaza. In such cases, the rules governing pass issuance will depend on the relevant toll plaza and the applicable official notification.
Annual Pass Fees May Be Revised
Under the reported provisions, the annual pass fee may be reviewed every year on April 1. This means the charges could change in the future. Residents should also remember that simply living near a toll plaza will not automatically guarantee eligibility. They must meet the requirements concerning vehicle category, residential distance and the applicable toll system. Before applying, it is advisable to consult official information from the National Highways Authority of India or the Ministry of Road Transport and Highways to confirm the fee, implementation date and eligibility conditions.
