Marco Rubio India Visit : US Secretary of State Marco Rubio's visit to India is drawing attention as tensions continue to affect relations between New Delhi and Washington. A meeting with India's External Affairs Minister S. Jaishankar is scheduled for Tuesday in Mumbai. Discussions are expected to focus on defence, trade, energy, technology and critical minerals. With negotiations over a bilateral trade agreement reportedly stalled, the meeting is being viewed as important for the future direction of relations between the two countries.

Key Meeting Scheduled in Mumbai
After visiting Uzbekistan, Marco Rubio is expected to arrive in Mumbai with a business delegation. This is reported to be his second visit to India since May. During his previous visit, he held bilateral talks with S. Jaishankar in New Delhi and participated in a Quad summit. This time, the two leaders are expected to discuss ways to advance existing areas of cooperation and strengthen their strategic partnership.

Defence and Technology in Focus
The meeting may cover greater cooperation in defence, security, technology, energy and critical minerals. These sectors are closely linked to the economic and strategic priorities of both countries. The leaders are also expected to discuss ongoing conflicts in Ukraine and West Asia. They may examine how these conflicts are affecting the supply of food, fuel and fertilisers, along with the wider implications for global markets.

Russia-Ukraine Conflict Remains Important
Reports indicate that India has put forward a ceasefire-related proposal concerning the Russia-Ukraine war. The stated objectives include maintaining the smooth flow of energy and food supplies and preventing attacks on commercial vessels in the Black Sea. However, further clarity is awaited on the US response and the status of the proposal during the discussions. Regional security and international trade may also feature on the meeting's agenda.

Trade Relations Continue to Face Challenges
Over the past year, trade and tariff policies have affected India-US relations. Differences have also emerged over US tariff measures, restrictions affecting Indian professionals and Washington's relationship with Pakistan. Negotiations on a bilateral trade agreement are reportedly at a standstill. Nevertheless, officials from both countries are continuing to explore possible ways to reach an agreement. Potential meetings between the two countries' leaders at upcoming multilateral events may also be discussed.

Jamnagar Refinery Also on the Agenda
Rubio's itinerary reportedly includes a visit to Reliance Industries' refinery in Jamnagar, Gujarat. According to reports, he may spend a few hours there on October 21. The Jamnagar refinery has been an important facility for processing Russian crude oil. Reliance is also investing in a major refinery project in Texas, United States, and purchases oil from Venezuela. Energy trade and the economic interests of both countries are therefore likely to remain relevant during the visit.
